At the end of the 1930s, Franklin D. Roosevelt wished to restrict the age of the members of the Court in order to change the court to support rulings on the New Deal legislation. WIth the “court-packing plan,” of 1937, President Roosevelt wanted to appoint up to six judges to the Supreme Court for every justice older than 70 years.
That is why on February 14, 1937, a political cartoon with the title “Do We Want A Ventriloquist Act In The Supreme Court?” appeared in the news. It was a critic of Roosevelt's New Deal. In the cartoon it appears President Roosevelt with six new judges in the form of puppets, laughing in front of Uncle Sam.
