Utilitarian must mean useful and practical.
As you can see in the excerpt above, it says that writers such as Franklin, Paine, Jefferson, and their contemporaries, wrote fiction which served a particular purpose, as opposed to other writers who only wanted to entertain the masses. So, their purpose was not to entertain, therefore fun oriented is wrong here.
