I believe the answer is: Bands & Tribes, Chiefdoms & States In Bands & Tribes, central power have little to no power over smaller groups, so that society would have a lot of political leaders. Chiefdom&states operates very similarly with our current government, where several states would be controlled by a single centralized authority.
