A Member of Congress (MOC) is a man who has been named or chosen and accepted into an official body called a congress, normally to speak to a specific voting public in a governing body.
The State of the Union Address is a yearly message introduced by the President of the United States to a joint session of the United States Congress, aside from in the main year of another president's term. The message incorporates a spending message and a financial report of the country, and furthermore enables the President to propose their laid out authoritative motivation (for which the participation of Congress is required) and national needs.
