"Neither Hannibal nor her pups is in the kitchen" is an interrogative sentence. So option "B" is the correct option in regards to the given question. Most interrogative sentences will end with a question mark and also have a questioning tone. Sometimes it can also be an indirect question. In this sentence given here in the question, it is an indirectly asked question and so can be considered an interrogative sentence. This is a common mistake made by every individual as the first thing searched is the question mark at the end of the sentence. For example "I wonder if i will ever reach home". This is an interrogative sentence.
