The Fifth Amendment allows Glenn to make such a demand. 
The Fifth Amendment states:
"No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury..."

I'm pretty sure it is actually the Sixth Ammendment
