An inequality that has a closed circle has to do with less than and equal to or greater than and equal to.
Example 5x+6>=11 since it's greater than or equal to x could from 0-110. 0 being equal to 11 or 1 being greater getting the term closed circle(greater/less than or equal to)
Open circle is if there is NO WAY it can be equal to that number it's just greater than or less than.
Example 8m+9<20 see how there is no equal sign it means it will always be less than 20.

A closed or shaded circle is used to represent the inequalities greater than or equal to (≥) or less than or equal to (≤).
An open circle is used to represent the inequalities greater or less than.
Hopes this helps. :)
