I believe this depends solely on personal preference. A work of literature that you like may not be good to somebody else, so the way you feel about something makes it either good or bad. I believe I am pretty comfortable determining the quality of literature given that I have read a lot of books and have an overall grasp of each literary era throughout history. It can be easy to critique a text if you are knowledgeable enough about that particular era, style of writing, and general context, but it could also be quite difficult depending on the topic of that work.
This question requires a personal opinion as an answer concerning what makes literature good or bad. An example of a personal opinion on the subject is as follows:
What characterizes literature as good or bad varies from person to person. Our tastes, preferences, cultural background, and even personal experiences influence how we perceive a literary work.
Although I can comfortable determine the quality of literature or easily critique a text for myself, it is not as easily or comfortably done when it comes to others. It is important to keep in mind that different people have different opinions, and that which I find good may be perceived as bad by others.

Determine what your opinion is, that is, how you feel or what you think about the subject. Write it down and think of how you would explain that opinion to someone.
