One of the few civil rights measures that Congress passed during John Kennedy's presidency was the 24th Amendment to the Constitution, which banned d) poll taxes. The twenty fourth amendment stated that both Congress and the states are banned from putting a payment on poll tax or any other tax during a federal election. The poll tax was very common in states situated in the south of the country.
