an equation of the circle Center at the A(a,b) and ridus : r is :
(x-a)² +(y-b)² = r²
in this exercice : a = - 3 and b = 2 (Center at  A(-3,2))

r = AP....P(2,-5)
r² = (AP)²
r² = (2+3)² +(-5-2)² = 25+49=74
an equation of the circle that satisfies the stated conditions.
Center at  A(-3,2), passing through P(2, −5) is :  (x+3)² +(y-2)² = 74
