A utility refers to the supply of gas (option A), telephone (option C), electric power (option D), and water (option E). The utilities can be supplied by private companies or by institutions controlled by the government, it all depends on the government policy. For example, a Neoliberalist government will accept private companies to control and to charge for utilities. On the other hand, a Socialist government will be the one who directly provides the utilities. These are not the only settings because they may vary in each country.
