This is the interval from -10 to 3 where we exclude both endpoints. Use a curved parenthesis to exclude the endpoint.
If you had something like [tex]-10 \le \text{x} < 3[/tex] then the interval notation would be [-10, 3). Notice the use of a square bracket to include the endpoint.
Unfortunately the interval notation (-10, 3) looks identical to ordered pair notation. Be sure not to mix these two concepts.
The number line graph of -10 < x < 3 will have open holes at -10 and 3; then you shade in between those open holes. The open holes signal "do not include this endpoint in the shaded solution set".
