In a democratic government, there are three branches: executive, legislative and judicial. Each branch has a leader and they make sure that they do not meddle with each other's purposes except for doing checks and balances. For the juidicial branch, the head is the chief justice. He/she is responsible for all the court hearings that are passed at the Supreme Court. Thus, for the State of California, it is the job of the state's chief justice.
