Before Sputnik succes, a space program lacked the public and political support. Fearing Soviet taking the lead on the space race the NASA was created.In 1958 the National Aeronautics and Space Administration was created and given responsability over all non military projects related to Space exploration.

There was not widespread support for F Kennedy's proposed space program. Many opposed transposing the arms race into space, even before Gagarin flight succeeded.

The US administration felt humiliated and feared Soviets would take the lead and eventually reach the moon first. The budget for NASA was too expensive but inspired Kennedy to request further fundings to catch up with the Soviets.
