If it wants you to round to the nearest TENTH, this means you have to look at the first digit after the decimal, this is the number your rounding. To determine if it goes up or down, you look at the digit to the right of it. In this case, next to the .7 is a 0. "4 or less, make it less"
Well, this means that the number will be taken down to make 0.7, as the 0 is 5 or more. If it were, it would be 0.8
