Well definitely the potential benefit is that these terminal diseases would be treated faster and more lives would be saved. The potential hazard is that if the development cycle is accelerated some keystone procedures might be relatively ignored and thus such drugs might be dangerous for human consumption.This would even accelerate the death rate to a point that one would say " What if the development cycle was not accelerated, maybe less people would have died".
