a veto is "a constitutional right to reject a decision or proposal made by a lawmaking body." (According to dictionary)

A cloture is "the only formal procedure that Senate rules provide for breaking a filibuster" (according to senate)

D would not work either.

Extended debate in the Senate to prevent voting on a bill is called a filibuster. Habeas corpus has to do with criminal rights, cloture refers to closing debates in Congress, and veto is what the President does to kill a bill from Congress.
