It is a false statement. Even though Hamlet fails to carry out his plans of killing his uncle and avenging his father's death, he does not decide at any point to give up this idea. Rather, one of the main problems and the reason why he does not take any decision, is because he procastinates. That is, he cannot carry out his plans, all through the play he continues to delay actions, reflect on the consequences, thus failing to avenge his father. So, the real problem is that Hamlet does not take any decisions
