The MacBride report, which was tasked with analyzing communication issues in contemporary societies—particularly those relating to mass media and news—taking into account the emergence of new technologies, and proposing a form of communication order—was named after Irish Nobel laureate and activist for peace and human rights, Seán MacBride.
To reduce reliance on outside sources, the commission recommended, among other things, that communication be made more democratic and that national media be strengthened. Internet-based technologies were subsequently used as a tool to further MacBride's visions during the Commission's work.
