The main idea in the passage is there are so many unexploded bombs in Germany, the country has a special force to defuse them.

In the passage, we can see that Germans have a lot of unexploded bombs which must be defused so as to avoid a catastrophe. Even though the war is over the bombs did not explode from them. Americans and the British were having a war with Germany and they did use bombs while fighting. This has prevented a lot of activities from happening since one cannot construct a building without calling in the KMBD to come and look for bombs and deal with them before they exploded and kill people or bring down other buildings which are nearby. This has caused Germany a lot of money and time.
