In 1996, President Clinton stated that welfare was "a second chance, not a way of life..." What do you think he meant by this statement? What effect does welfare have on an economy?
He means by this that when people are given welfare or financial help they are being given a second chance rather than living of American's tax dollars instead of working. I hope that helps!
