D is the correct answer I believe. I mean it makes the most sense because A is true then the portugese would'nt put up with much unrest. B can't be true because if they were relocating then there would be no unrest because nobody would be there. and just because traders didnt show up doesn't mean there was unrest. thats why I think D is correct because supplying weapons to warring tribes would certainlt cause unrest.
