D. The Great Compromise was the states trying to figure out how to have equal representation. Some states had higher populations, so they felt like they deserved a greater voice in Congress. But the smaller states didn't want to get dominated by the big states. So the compromise was that Congress is now made up of two parts: the House of Representatives, which is population based, and the Senate, where each state gets 2 senators.
