It was both the systemic institutional weakness and the personal ambitions of generals and politicians. First the internal structure had started to crumble and fall because of the civil wars. These wars allowed other nations and countries to come in and attack. Next it was mob violence, assassinations, and unscrupulous politicians that wanted power and would do anything to get it. Caesar was a great ruler and many of his "friends" and enemies and fellow generals wanted him killed.
