In my opinion, a wilderness area. If you think of a city, you would probably think of high-rise buildings and skyscrapers where there would be multiple. This could probably translate into a topographic map of such. Most likely, the contour lines of a city would be packed together in different clusters. I suppose it could be linearly packed together but that still makes it difficult to identify the feature you want.

If you were to look at a topographic map of a wilderness area, there would probably be more space between the contour lines allowing you an easier time identifying features.
