From his quote in paragraph 13, Boss Tweed is stated as saying that the American population was divided so much along ethnic lines that corruption instead of universal suffrage could serve as the remedy for governing such a people. I can infer from this statement that Boss Tweed was

  • a corrupt person
  • an oppressive racketeer
  • non-sympathetic to the plights of people.

Boss Tweed who was one of the fraudulent businessmen and politicians, is quoted in paragraph 13 of the immigrant contribution as saying that only "bribery of patronage and corruption" could serve as the solution for effectively governing the American population that was "hopelessly split into races and faction". The tone of his words indicates a lack of empathy for the plight of the immigrants.

We can thus deduce that Boss Tweed was a selfish man who only sought his own interests. He also lacked integrity since the only solution he could profer to a problem was corruption.
