It is well written as well thought out. It tells us exactly what these humanitarian groups try to do to help. It's specific and it's a grabs your interest. In fact, I wonder where the author is going to go with that.

D has a should. Though emphatic, it does not make you want to read on. It's too dogmatic.

A Though correct it is kind of uninteresting.

B is kind of like D. It provides a direction without telling us what the direction is.
