Democrats dominated this time period because its liberal policies and programs with FDR's "New Deal" were seen as the best way to combat the emergency bank closings.

The president Hoover, incumbent president at the time, was a republican who did not want the government to interfere as he believed the market would fix itself. This angered many people and after the election, a democrat, president Roosevelt got the country out of depression and thus increased the popularity of the Democratic Party.
