It can happen that the charged object induces a separation of the charges inside the neutral object causing attraction between the charged object and the neutral object.

When these bodies are rubbed they electrize, i.e. acquire charge. This electrization is due to the pass of electrons between the bodies that were rubbed. Then, when you hold the electrized body to your head the first will induce the separation of charges in the hair causing the attraction.
