President Johnson was interested to know the cause of motor vehicle accidents that he created a commission to investigate the causes and ways of mitigating motor vehicle crashes.
The Commission released its report around the same time as the National Academy of Sciences–National Research Council did theirs. What both reports showed was that training was massively needed for rescue workers if they were to preserve life for as long as possible till a doctor was reached.
Hence, as per the reports by the commission, road safety was not only the focus rather improper medical care was the factor in many deaths.
