This is sexism. Because she is directly believing that men are not able to lead an organization, she's being sexist.

Altruism is a selfless belief to help others, compassion. By not even considering an applicant who is highly qualified, she is not acting altruistically.
Prosocial behavior is behavior that is for the greater good. By denying a highly qualified professional (Who probably would have benefited the organization as a whole) she is not thinking with a prosocial mindset.
