The best description of the satirical element of this excerpt is that Jim and Huck are basing their opinion of all royalty on fake kings.

Going through the excerpt we can see that they both refer to all kings using the word rapscallions.

The word rapscallions means something mischievous and unreal. The words that Jim made at the end of the excerpt is that all Kings are rapscallions as far as he was concerned.

This shows that they did not have any appreciation for kings. They saw all of them in the same light.
