I wasnt sure so i went back into the textbook thing to look and it said "The United States was interested in the possibility of annexing Hawaii. It was an excellent place for U.S. ships to refuel if they were traveling further east to Asia. They were able to win an agreement from the Hawaiian government to establish a naval port at Pearl Harbor in 1887." therefore thats the answer, along with that i got it right on the test.
