The land in a wetlands area is very moist and quite damp. The soil doesn't support really any type of construction very well. For example, the Ihop parking lot in Mississippi collapsed recently and it was found that the restaurant had been built on a wetlands area. So really, when a parking lot is built in a wetlands area, it will probably not work out.
