In the hunger games book it says one of the careers snapped someone's neck of anger because Katniss had blown up there supplies, who did what to who, or what career snapped what tribute.
Cato was the male tribute from District 2 in the 74th Hunger Games. He was the leader of the Career pack, the strongest tribute in the arena, and therefore Katniss Everdeen's primary adversary.
