The establishment of the bicameral legislature was proposed by the Virginia plan. It was drafted by James Madison in 1787 and recommended the representation of states according to their population. It also proposed to create three branches of government. Two cameral legislature was also proposed.
The new jersey plan proposed ways to govern the US. It called for giving each state one vote in the congress irrespective of their population. William Peterson, a New Jersey delegate introduced it in the constitutional convention on June 15, 1787. It supported the unicameral legislature.
The framers mixed both the plans and it was known as the Connecticut Compromise. In the compromise, a two-house legislature was adopted with the upper house being called Senate, in which each state would have two representatives and a lower house called the house of representatives which would have representation based on the population of the state.
