For a State, Poverty can be due to multiple factors such as corruption, excessive expenses on military, higher money flow in upper class of society,money laundering, lack of proper government strategies, and lack of resources.
For an individual, the inability to meet the basic living standard can also be due to multiple factors such as illness, accidents, more number of dependents etc.
It is the responsibility of State to make proper measures for minimizing poverty with proper strategies to minimize the notion: Rich getting richer and poor getting poorer. The success of a State is determined primarily by the number of people who are able to get minimum standard of living.
