 The sentence C is punctuated correctly because the use of the comma  between the words angry and vicious has the purpose of separating two adjectives, which order is interchangeable. The same adjectives could have another order: Max was being chased by three vicious,angry pit bulls. If the use of "and" still makes sense, it shows that the comma is correct, in this case.
