The National Government helps state and local governments in many ways, Some of these are, that only The National Government can coin money and declare war. These powers are to prevent a state from claring war or coin dollars. It would be very difficult to hndle things if this were different. What would happen if the state of Minnesota could declare war on Canada? Or Michigan could coin the Michigan Dollar? Things would get very complicated for the Nation. The powers of The National Government help the nation operate as a whole.
The state governments help the National Government by conducting all elections and must ratify constitutional amendments, state governments can prescribe policies on commerce, taxation, healthcare, education, and many other issues within their state (Only as long as their laws do not contradict national laws.)
A local government is the public administration of towns, cities, counties and districts. Local governments help the National Government by taking care of local problems and activities. They run the cities utilities, libraries, fire departments, public swimming pools, parks, local law enforcements etc. Citizens have more contact with the local governments than with the federal government due to local government's contact with citizen's everyday lives. For example, speeding tickets are run by the local government.
