A municipal government governs a municipality. A municipality is a city or town, and so a municipal government only serves that one town.
A country government is a consolidated approach wherein an area (usually a county) is governed by a centralized government. This is especially effective if an area has a myriad of small villages, towns, etc. that can't all staff local governments as it would be economically inefficient.
