They are the words that best describe this document as official, i.e. as an Executive Order. On the other hand, with this document, Roosevelt was giving the military full power to act without being accountable for their choice of actions; therefore the words "desirable", "appropriate" and "necessary" also bespeak the fact that all actions were left to the criterion of the military. That is, whatever they thought necessary, appropriate or even desirable was to be obeyed as a law.

Roosevelt during World War 2 in year 1942 and this executive order gave authority of the United States secretary of war along with his commanders and those powers were to prescribe ‘military areas’ in such places which he or his ‘military commanders’ may determine. There was no specific location or a group that was mentioned in this order but was applied to the entire Japanese American population which used to live in the western Coast of United States.
