Two words that would best describe the nature of this Executive Order, whereby restricted military areas and military imprisonment camps for Japanese immigrants and Japanese-American citizens during World War II were created would be "authorize" and "impose". They are the words that best describe this document as official, i.e. as an Executive Order. On the other hand, with this document, Roosevelt was giving the military full power to act without being accountable for their choice of actions; therefore the words "desirable", "appropriate" and "necessary" also bespeak the fact that all actions were left to the criterion of the military. That is, whatever they thought necessary, appropriate or even desirable was to be obeyed as a law.

Executive order 9066 was a executive presidential order that was issued by President of United States of that time Franklin D. Roosevelt during World War 2 in year 1942 and this executive order gave authority of the United States secretary of war along with his commanders and those powers were to prescribe ‘military areas’ in such places which he or his ‘military commanders’ may determine. There was no specific location or a group that was mentioned in this order but was applied to the entire Japanese American population which used to live in the western Coast of United States.  

His executive order gave power to his secretary of war and commanders to search and seize any place they want or anyone they want and this order specifically targeted Japanese Americans because Americans were suspicious of them after attack on ‘pearl harbour’.
