In Nature's rule of law; it is technically both. The only difference between the two would be photosynthesis happens with plants. While cellular respiration happens with living beings.

When microorganisms that help in the decomposition of decaying matters from plants or animals respire it is called :  Cellular respiration

Cellular respiration is the breaking down of food molecules by organisms with the use of oxygen in order to get the required energy they need to function properly. As the microorganisms break down the matters they make use of oxygen as they respire.

While photosynthesis occur only in green plants, cellular respiration occur in both plants and animals therefore the process of respiration seen in the  microorganisms is termed as cellular respiration

Hence we can conclude that When microorganisms that help in the decomposition of decaying matters from plants or animals respire it is called :  Cellular respiration .
