With silent films, most of the action is in the expressions and behavior of the characters. If you have ever seen the movie "A Quiet Place", it is a great example of great acting and action (although it is not completely silent, but it still fits in the genre and is a great film).
Suspenseful films are the best kind of silent films. You could do one based on the perspective of a deaf character, and I'm fairly certain it would be great.
