I believe the answer is: acceptable, because the higher value is the survival of the family
Utilitarian principle see the right or wrong of a certain action based on the outcome of the action rather than the type of action. So, when a person steal something to help the family survive, that person's action would be considered to be 'right' since the outcome of the action is his/her family not being dead.
