I'm not sure about 13 but i may be able to help you in 14.
I believe that peeta has somewhat feeling for katness. as seen in the first movie, when there was only one victor peeta hinted to katness that she could kill him. Also he could have killed katness at anytime but he dident. Also in that one scene when katness was in the tree and the other people was trying to kill her and was shooting at her peeta told them to wait, an indication that he dident want to see her killed. Alsooo when she got stung by a few tracker jackers and was hallucinations peeta was trying to ware her to find a safe place. now i dont remember that much about hunger games since i haven't watched it in like, forever, but i can give you one key detail: "He has been in love with Katniss Everdeen since the age of 5, but never confessed his feelings until he was reaped alongside her for the 74th Hunger Games". Sorry if this is too much to handle im kinda a geek when it comes to hunger games :p
1- The exceptions are the kids from the wealthier districts, the volunteers, the ones who have been fed and trained throughout their lives for this moment. The tributes from 1, 2, and 4 traditionally have this look about them. It's technically against the rules to train tributes before they reach the Capitol but it happens every year. In District 12, we call them the Career Tributes, or just the Careers. And like as not, the winner will be one of them
2- The Gamemakers are the ones in control of the competition. They seem though to be pretty disinterested in the whole thing. Why do you think they are so passionless about the whole thing?
Why is Katniss of particular interest to them?
Because shes is so determent to faith for her district
,her family.
The Gamemakers
appeared early on the first day. Twenty or so men and women dressed in deep purple robes. They sit in the elevated stands that surround the gymnasium, sometimes wandering about to watch us, jotting down notes, other times eating at the endless banquet that has been set for them, ignoring the lot of us. But they do seem to be keeping their eye on the

Peeta and Love
Peeta's been in love with Katniss ever since he first saw her back in grade school and heard her singing that catchy valley song. He's the one who instigated the whole romance plot by confessing his feelings for Katniss on camera. As for Peeta, he truly believes in the part he is acting. Peeta is way into all of the kissing and cuddling and love talk. His father, we also find out, had it bad for Katniss's mother. A love of Everdeen women is generational in Peeta's family. His ongoing affections make him a symbol of the hopeless romantic – a role he plays exceedingly well both on and off camera. His feelings for Katniss capture the audience's heart (and some of the readers' as well), attesting to the power of romance and its attendant narratives.
