The flower was a symbol of peace and the rifle was a symbol for war.  Placing the flower in the barrel of the gun was a representation of peace over.  This poem was written as part of an anti-war movement.  I think it was the Vietnam  War were protesters placed flowers on the guns of national guardsmen.

In “Transformation Peace” the rifle and the flower stand for violence vs. nonviolence. "Transformation Peace" is the poem written by Larry Gaffe (focuses on someone who has the gift of peace in an anti-war movement). The flower in the barrel of the rifle symbolizes peace.

Violence (the rifle) x Nonviolence (the flower).

"(...) place a flower in the barrel of his rifle than it does to shoot him."
