When you are in a two line highway both lanes are going on opposite direction, when there is a solid yellow center line it is stated that it is not safe for anyone to drive on the left since it´s not possible to see if there´s someone coming, when there´s a interminent yellow centered line it is possible to see if it is safe to pass, so you can actually see and if it is safe, you can drive on the left lane to pass another driver.
